Bass clarinet problem?

im out of school for the summer and am borrowing a brand new bass clarinet from the school. One day while i was practicing, i heard my tone going awry and stopped to check for a problem. It turned out that the pad for the second tong hole on the top joint would remain closed. Since it is a new school instrument, can anyone give me a diagnosis for this problem?
